Dear Mr. Hearthstone,

The answer to your question is a chapter in Fuller's book, "Utopia or Oblivion. The chapter is called "The World Game: Howe It Came About." Here Fuller talks about criteria-- 
- a winning strategy needs to work for all of humanity, without disadvantaging any one group, or
- the more people the strategy benefits, the better
- the more a strategy accomplishes, with the fewer resources, the better
- the more environmentally regenerative, the better
- the quicker the strategy accomplishes what it sets out to do, the better
- the strategy needs to use present day technology and known resources.

The above criteria are pretty much the ones we used (and continue to use-- in the Design Science Lab and elsewhere) in evaluating problem solving strategies.
